Reasonably given the discussion about how Charlie's team struggled to all fit in the single SUV and described how they raced to the hospital, it's less likely this is an "Anne Haech" example and more likely is a mis-identification from an idle police report who had no idea what had just occurred at UVU. It's perfectly fine to explore all possibilities but it seems unlikely Charlie was able to move or even realistically still alive after the devastatingly mortal shot we all witnessed.
