Second, yes. Obviously people who pay taxes would be annoyed when all their money is consistently used on people who don't pay taxes instead of actually improving their own quality of life.
The fact people can't understand how annoying it is for someone to forcibly take your money just to spend it on someone else shows either they are the someone else or they're just tax evading.
