This is not true. While a living trust will generally help you avoid probate, which is typically a good thing, you can get the same step up in basis by leaving the property in your Will.

As an estate planning attorney, a rule like that, everything will become a family farm to escape the tax. You incentivize a cottage industry by raising the estate tax. Most pay a small fraction if any after jumping through a bunch of economically useless hoops.
