Medical Director for Targeted Justice | Civilian Registry for diagnosed Havana Syndrome | CDC advocacy for equal diagnostic guidance for civilians

USA
Dear @SecKennedy Think of the optics. Your CDC is telling a federal court that a novel medical condition affecting the U.S. Population, including children, confirmed by expert physician diagnoses and causing severe neurological harm, is not its concern, and it is prepared to defend that position through legal maneuvering. You can fix this in one decisive move.

TIs may wish to send a copy of this themselves, highlighting their right to fair and equal access to an HS diagnosis. One might ask: if bubonic plague reached the U.S., would diagnosis be reserved for government officials, or available to everyone equally?

For non-lawyers: The lack of a CDC response on Havana Syndrome is hardly 'alleged.' There is still no CDC case definition, no surveillance, and no clinician guidance. That is a real public health gap, not a purported one.

Mainstream coverage of BER v. CDC: Bloomberg Law @BLaw reports that HHS is seeking to dismiss our Havana Syndrome lawsuit. By @SandhyaWrites The government argues the court lacks jurisdiction. It does not challenge the merits: whether civilians with Havana Syndrome need a CDC case definition, surveillance, or clinician guidance. Our opposition is due October 26. BER v. One of their arguments: The public health laws give the CDC and NIH no specific duty to act on Havana Syndrome in the US population. If not the nation's health agencies, then who?

Civilian Havana Syndrome Lawsuit Update: On October 5, 2026, the attorney for the CDC and the NIH filed a motion to dismiss BER v. CDC. That was expected. The motion challenges the court’s jurisdiction, not the merits of the case, and that is a challenge we can and will address. Our attorney, Ana Toledo, is preparing the response, which is due October 26, 2026. More details to come.

Havana Syndrome in children: The Globe and Mail @globeandmail reports that kids of Canadian diplomats posted in Havana in 2016–2018 still have symptoms nearly a decade later. The families' symptoms began in 2017, in the evenings, after they heard an unusual vibratory noise at their homes in Havana. They included nosebleeds, impaired vision, nausea, fatigue, and headaches. One diplomat's children were 5 and 8 when they left in 2017. Both developed ADHD symptoms during the posting. Tests two years later found trouble understanding words in noise, and the daughter had hyperacusis, a painful sensitivity to sound. The son misses school, sometimes wears earplugs in class, and now has vertigo, treated as possible vestibular migraines. Other children have headaches, vision problems, sleep disorders, light sensitivity, tinnitus, depression, and anxiety. Spouses are affected too. Ten diplomats and their families are suing their government, saying it denied them specialized care. The government's 2024 report blamed 'pre-existing medical conditions, environmental factors and conventional illnesses.' Children are civilians. This is a public health issue, not a spy story. Domestic Havana Syndrome cases are still being diagnosed in US civilians by expert physicians, yet the CDC still has no case definition. theglobeandmail.com/politics…

This clip from the @joerogan podcast suggests that Havana Syndrome is a tool of the Deep State, used not only on the whistleblowers, but also on their support system, - as a form of social engineering to isolate the targets.
Havana Syndrome on @joerogan: David Grusch says that in 2021, people helping him "started to experience Havana syndrome symptoms," "specifically microwave directed energy most likely." Meanwhile, he was "getting investigated by three agencies," and hoped NGA would protect him "against the CIA and the NRO and certain elements of the DoD that were going after me." That points away from Russia and toward the "insider threat" raised in @C__Herridge's reporting. The likely playbook: punish the whistleblower's supporters with Havana Syndrome, and isolate the whistleblower.
