Pedro Mendoza Chávez was at his gardening job when ICE detained the group he was with.
Agents claim the 63 year old man was resisting arrest.
He has lived in the U.S. more than 22 years—and has 3 minor children with his wife Ruvelina Vega.
Incident occurred in the Fresno and I-10 area of San Antonio, Texas.
