Best I can figure is if you are a Republican you want as little turnout now as possible, even from Republicans. With no noticeable public momentum swing yet, which is what GOP needs, they are likely getting hammered by Indies, gaining few Dems, and bleeding 10-15% of Reps.

Maybe things start to improve. Maybe there’s an October surprise. Maybe gas prices fall dramatically by November or Trump pulls back tariffs. But all these votes now are done for.
