France banned a short film showed children and young people with Down syndrome speaking to a pregnant woman who had just learned her baby had the condition. They said things like “don’t be afraid” and described ordinary, happy lives. It had already aired on several French channels. The CSA said it was not a “message of general interest” for those slots because it could “disturb the conscience” of women who had legally chosen abortion after a Down syndrome diagnosis. The Conseil d’État upheld that decision in 2016.
