आरएसएस से जुड़े संगठनों को करोड़ों की फंडिंग खोजी पत्रकारिता के लिए मशहूर ऑनलाइन प्लेटफॉर्म Bellingcat ने एक बड़ा ख़ुलासा किया है। उसने बताया है कि अमेरिका में रजिस्टर्ड दो गैर-लाभकारी संस्थाओं—Ekal Vidyalaya Foundation of USA और Sewa International Inc—को 2020 से 2024 के बीच कम से कम 2.44 करोड़ डॉलर डोनर-एडवाइज्ड फंड्स (DAFs) के जरिए मिले। यह कुल 11.78 करोड़ डॉलर के योगदान का लगभग 21 प्रतिशत था। इन फंड्स का बड़ा हिस्सा भारत में शिक्षा (Ekal Vidyalaya स्कूल) और कथित तौर पर मानवीय कार्यों के लिए सेवा भारती को ट्रांसफर हुआ। Ekal USA ने 3.37 करोड़ डॉलर भारत में स्कूलों को भेजे, जबकि Sewa USA ने लगभग 2.97 करोड़ डॉलर दिए। ये सबको पता है कि एकल विद्यालय और सेवा भारती दोनों राष्ट्रीय स्वयंसेवक संघ (RSS) के नेटवर्क का हिस्सा हैं। रिपोर्ट बताती है कि DAF के पैसे सीधे RSS को नहीं गए बल्कि US-आधारित संस्थाओं के माध्यम से भारत में आरएसएस की ही संस्थाओं को शिक्षा और सेवा परियोजनाओं के लिए भेजा गया। अब इस राशि का इस्तेमाल कहाँ, किस तरह किया गया, कोई नहीं जानता। आरएसएस और उससे जुड़े विदेशी फंडिंग को लेकर अरसे से संदेह के घेरे में रहें हैं। कहा जाता है कि विश्व हिंदू परिषद ने अयोध्या आंदोलन के समय बड़ी फंडिग पाई थी और उसका दुरुपयोग भी हुआ था। यह खुलासा भारत में विदेशी फंडिंग को लेकर चल रही बहस के संदर्भ में भी महत्वपूर्ण है। सरकार ने FCRA कानून को सख्त किया है और क़रीब 22000 NGO के लाइसेंस रद्द किए हैं। इनमें कई मानव अधिकार, पर्यावरण और अल्पसंख्यक-संबद्ध संगठनों के साथ-साथ कुछ अन्य संस्थाएं भी शामिल हैं। ज़ाहिर है कि सरकार चुनींदा ढंग से एनजीओ को निशाना बना रही है। संघ परिवार के संगठनों पर वह मेहरबान है, मगर जो सरकारी लाइन पर नहीं चलते उनके लायसेंस रद्द कर दिए जाते हैं। RSS का खेल ये है कि वह खुद रजिस्टर्ड NGO नहीं है, इसलिए वह सीधे FCRA के दायरे में नहीं आता। उसके सहयोगी सेवा संगठन (जैसे सेवा भारती) शिक्षा, स्वास्थ्य और आपदा राहत जैसे कार्यों के नाम पर FCRA लाइसेंस प्राप्त करके फंडिंग लाते हैं। DAF का इस्तेमाल डोनर की पहचान छिपाने की सुविधा देता है। इससे पारदर्शिता कम होती है, चाहे फंड किसी भी दिशा में जाए। अमेरिका में ऐसे फंड्स आम हैं और टैक्स लाभ देते हैं, लेकिन जब पैसा विदेश जाता है तो प्राप्तकर्ता देश के नियमों की जिम्मेदारी अलग हो जाती है। भारत में FCRA का उद्देश्य विदेशी धन के दुरुपयोग को रोकना है, लेकिन उसको मोदी सरकार एक हथियार के रूप में इस्तेमाल कर रही है। इस रिपोर्ट से दो बातें साफ होती हैं। पहली, RSS से जुड़े या सहयोगी माने जाने वाले संगठनों को विदेश से फंड मिलता रहा है। दूसरी, विदेशी फंडिंग पर सख्ती का दावा करने वाली सरकार के पास भी ऐसे नेटवर्क के लिए कानूनी रास्ते खुले रहे हैं। पारदर्शिता की मांग दोनों तरफ से उठनी चाहिए—चाहे फंड किसी भी वैचारिक समूह को जाए।

Today marks a month since the IIT Bombay student Sahil Wakode died by suicide. Ambedkarite organisations have been holding daily protests at Mumbai's Azad Maidan, demanding accountability for his "institutional murder." A delegation from the All India Independent Scheduled Castes Association arrived at the IIT Bombay gates around noon, seeking to pay respects to Sahil. They said a prayer and raised slogans before the police, who outnumbered them around two to one at the site, detained all of them. The activists were soon released. Some of them returned to the campus and were detained again. Sahil's parents, as well as the Congress legislators Varsha Gaikwad and Aslam Sheikh, have been allowed inside the gates.
