रेलवे बोर्ड हर छोटे-बड़े विषय पर पत्र जारी करता है—लेकिन #PVC के Minus Bills पर वर्षों से चुप्पी क्यों साध रखी है? क्या यह मात्र संयोग है, या फिर कोई सोचा-समझा प्रयोग? जब Minus PVC से ठेकेदारों के भुगतान प्रभावित हों, तो स्पष्ट नीति तय होनी चाहिए।

यदि किसी ठेकेदार को Minus PVC को समायोजित किए बिना कम्प्लीशन सर्टिफिकेट जारी कर बाद में टेंडर योग्यता प्राप्त की गई है, तो यह गंभीर जांच का विषय है। यदि वास्तविक executed value कम निकले-तो सर्टिफिकेट जारी करने और स्वीकार करनेवाले अधिकारी की भूमिका जांच के दायरे में आनी चाहिए।

रेलवे बोर्ड को ऐसे मामलों का स्वतंत्र ऑडिट कराना चाहिए और स्पष्ट करना चाहिए कि Completion Certificate में PVC adjustment का उल्लेख अनिवार्य क्यों न हो? क्या यह केवल प्रशासनिक चूक है—या इसके पीछे कोई सुनियोजित व्यवस्था? पारदर्शी ऑडिट और जवाबदेही आवश्यक है।

#RailwayBoardVigilance, स्टोर्स और सिग्नलिंग डिपार्टमेंट को बार-बार इसलिए सौंपा जा रहा है—क्योंकि इनके माध्यम से फंडिंग की व्यवस्था #CRB साहब करा रहे हैं और उनको बचा रहे हैं—इसके उदाहरण उपलब्ध हैं! इसीलिए उन्हें तीसरा कॉन्ट्रैक्ट एक्सटेंशन मिला है!
