I welcome Xi Jinping’s invitation for 100,000 American students to visit and study in China. 

As Co-Chair of the Congressional International Exchanges Caucus, I believe educational and cultural exchanges are an important way to build mutual understanding and expertise.

But those exchanges depend on trust and the ability to study, speak, and engage without fear of harassment or arbitrary detention. Right now, American scholar Min Zin remains wrongfully detained in China, and Beijing continues to target scholars, human rights advocates, and diaspora communities whose work or speech it finds unwelcome. 

If President Xi wants more Americans to study in China, releasing Min Zin would be an important first step toward creating the conditions that make genuine cultural and educational exchange possible between our two nations.

The wrongful detention of U.S. citizens by the PRC demonstrates the serious risks Americans face when their work is deemed sensitive by Beijing. During last week’s @HouseForeign hearing, we welcomed Min Zin’s spouse, Sylvia, and discussed Beijing’s repression of human rights advocates, scholars, and minority communities. As President Trump meets with Xi Jinping, I’m urging him to raise these concerns directly and press for the release of Min Zin and Youlin Chen.

This report must be a wake-up call. The United States and China need reliable crisis communication channels and serious dialogue on AI guardrails before a mistake like this becomes a disaster. That means establishing clear guardrails for the use of AI across the U.S. military and Intelligence Community, ensuring critical intelligence is carefully verified before decisions are made, and creating mechanisms to deconflict during a crisis. During the Cold War, Washington and Moscow understood the importance of direct communication in moments of heightened tension. This was another unproductive week in Mike Johnson’s House of Representatives. The Speaker canceled votes and sent us home for seven weeks to avoid an impeachment vote on Secretary Hegseth. We still have too much work to do, from confronting rising AI threats to addressing the affordability crisis, for Congress to leave town. The American people deserve a Congress that actually does its job.

Janine and I are horrified by the brutal attack on Mr. Singh, a Sikh truck driver and member of our Sacramento community who was stabbed 17 times at a rest stop in Wyoming. We are praying for his full recovery and grateful to the family whose quick actions helped save his life. Law enforcement has not identified a motive, but we cannot ignore the troubling rise in hate and rhetoric targeting Sikh and South Asian Americans across our nation. Just days before this attack, the Department of Homeland Security posted a racist caricature of a Sikh truck driver telling "Mr. Singh" to "get off our roads" and "self-deport or find out." Rhetoric from the highest levels of our government carries weight. When administration officials use the power and platform of the federal government to single out Sikh identity and portray an entire community as dangerous, unwanted, or less American, they fan the flames of hate and reinforce stereotypes that can have real-life consequences for Sikh Americans and the broader South Asian community. Violence and hate against Sikh Americans, South Asian Americans, or any community must be unequivocally condemned. Yesterday, I joined more than 100 of my colleagues urging Speaker Johnson to keep the House in session to address the growing risks posed by AI. Instead of taking action, Speaker Johnson announced that he’s sending us home early for seven weeks. AI isn’t slowing down. Neither should we. We must remain in Washington to advance meaningful, bipartisan safeguards that meet this moment with the urgency it demands.
