Meanwhile, you are just one person. You don't have the headcount to compete.

You protest the award in order to get the other company to bring in one less person. Reduce their headcount.
You can contract directly with the state, and as part of that contract you can agree to collaborate with the other vendor, or take direction from them, but your business relationship is direct with the state. And, because you are not supporting a hierarchy of managers, recruiters, HR Ladies, and kickback schemes, you can give the state a better price.
If this is not available in your state, or not allowed, then that needs to get handled.
