Under section 175 of the Criminal Code, it is an offence to cause a public disturbance through conduct such as fighting, shouting, swearing, using insulting or obscene language, or impeding or molesting others.
Despite hours of footage depicting Antifa activist Trevor Miller shouting and cursing at strangers, baselessly labelling them “p—philes,” chasing people documenting public events, and engaging in other disruptive conduct, police responses appear to be limited to cautions, which are routinely ignored.
Since September 14, 2026, alone, Miller has engaged in disruptive conduct at a minimum of eight separate events across Toronto, involving different causes, sometimes while blocking traffic.
When such behaviour goes unchecked, escalation to violence is foreseeable, though regrettable.
A pattern of non-enforcement, if permitted to persist, risks allowing tensions to boil over, undermining public safety and the rule of law.
Responsibility lies not only with those engaging in unlawful conduct, but also with those directing frontline policing.
