I know the President intends to discuss trade and AI with the Chinese leadership—and rightfully so. Perhaps some progress will be made. But, during every minute of dialogue, our commander-in-chief should keep in mind that his guest is a brutal, unelected, and oppressive dictator who seeks to dominate his neighbors and whose military arsenal is aimed directly at the United States of America.

Today in 1787, the framers came together—after months of vigorous debate—to sign our Constitution. They ingeniously divided power across three branches and among the states—a decision that has protected individual liberty across the generations. Thanks to the wisdom built by our founders, our country remains the freest, strongest, and most enduring republic that human history has ever seen.

It was great to welcome German Defense Minister Boris Pistorius to the Senate today for a productive discussion. Our German partners have stepped up to increase defense spending and ramp up industrial base capabilities. This is exactly the kind of investment NATO needs at this moment. Any changes to our force posture in the region must be focused on successful deterrence against Russian aggression.

The Rural Health Transformation Program is a generational investment in rural health care, and it will help Mississippi hospitals modernize systems and improve care across our state. The funding flows from last year’s Working Families @TaxCuts. I enthusiastically supported the program then, and I appreciate Governor @tatereeves now for allocating these funds judiciously and efficiently.

I don’t know what warped logic drove Putin to blow up a stationary Ukrainian locomotive on the Polish border this morning. What we can say for sure is that this is the kind of random and senseless attack Ukrainians are enduring every day - even on civilian railways. So far Putin has been responsible for the deaths of 1700 staff of Ukrzaliznytsia - Ukrainian Railways. They and their daily passengers are absolutely heroic. When are we going to give them the air defences they need? Why won’t we unfreeze Putin’s cash and give it to Ukraine? There is more than €140 billion in a Belgian bank account - and about £10 billion in London. Britain could show a lead. The Ukrainians are going to win - that much was clear from the last three days in their wonderful country. But we will get this dreadful war over much faster if we all get serious and give them what they need and deserve.

Ultimately, the terrorists behind 9/11 did not have the last word. The American people did. Our vigilance has kept major terror attacks away from our shores. Big news for America’s defense startups: a SCIF in every state. The 2025 reconciliation bill provided funds to help the Pentagon build shared Secure Compartmented Information Facilities for the industrial base. @SASCGOP and @HASCRepublicans commend the Department for moving quickly to put these funds to work for American innovation and national security.
