A legal challenge to provisions of Arizona’s Elections Procedures Manual ended with the lower-court rulings remaining in place.
On March 30, 2026, the Arizona Supreme Court denied the Secretary of State’s petition for review in the case. The litigation challenged election manual provisions that courts found exceeded the Secretary of State’s statutory authority.
The 2026 Majority Report highlights the case as a victory for constitutional checks and balances and the Legislature’s role in setting Arizona election law.

In light of reports from voters across Maricopa, Pima, and Pinal counties who have not received their mail-in ballots in a timely manner, I encourage voters to embrace a slightly modified version of the postal carriers' creed:
“Neither snow, nor rain, nor heat, nor gloom of night, nor delayed mail delivery will keep me, my family members, and my friends from the swift completion of casting our ballots!”
If you have not yet received your mail-in ballot, you can make a plan to vote early in person rather than wait for the mail carrier.
Voting in person allows election officials to address your outstanding early ballot and verify your identity so you can cast your vote on the spot, provided you meet the applicable identification requirements.
Don't wait! Find an early voting location, bring your valid ID, and make your voice heard at the ballot box!

The Arizona Republican Party has received numerous reports from voters who have not yet received their mail ballots.
If you have not received your ballot, please plan to vote in person at an early voting location or contact the Maricopa County Recorder’s Office (Recorder Justin Heap) immediately at (602) 506-1511 to request a replacement ballot. You can also request online at request.maricopa.vote.

Important deadlines:
• Last day to request a mail/replacement ballot: Friday, October 23, 2026
