A Ministry of Health delegation, officials from the Uganda Initiative for Integrated Management of Non-Communicable Diseases (UINCD) and specialists in various medical fields are touring Atutur General Hospital to assess the progress of PEN and PEN-Plus implementation.
The assessment is focusing on the diagnosis and management of NCDs, functionality of PEN and PEN-Plus clinics, patient documentation and follow-up, community engagement and health education, as well as peer support groups.
The delegation is led by Dr Daniel Kyabayinze, Director of Public Health at the Ministry of Health; Dr Charles Akia Oyoo, Commissioner for NCDs; Dr Gerald Mutungi, Assistant Commissioner for NCDs; and Dr Isaac Ssinabulya, Executive Director of UINCD.

🏥 HEALTH UPDATE: A Ministry of Health delegation and Non-Communicable Diseases (NCDs) experts today visited Luwero as part of a two-day PEN-PLUS/PEN joint technical support supervision tour in Nakaseke and Luwero districts.
The delegation was led by Dr. Daniel Kyabayinze, Director of Public Health at the Ministry of Health, alongside NCD Commissioner Dr. Charles Akia Oyoo and Assistant Commissioner NCDs Dr. Gerald Mutungi.
The team is supporting health workers in strengthening the management and control of NCDs, while also assessing the challenges affecting service delivery.

The Minister of Health, Dr. @BaryomunsiChris is currently in Dar-Es-Salaam representing H E @KagutaMuseveni at the 3rd International conference on the PENPus Regional Strategy to Address Severe Non Communicable Diseases (NCDs) in Africa(ICPPA2026).
PENPlus stands for Package for essential NCDs Plus. The plus includes severe forms of NCDs such as Type1 diabetes, Sickle cell disease, Rheumatic heart disease , Asthma , Congenital heart disease and complicated forms of Diabetes type 2 and complicated forms of hypertension.
These conditions may not be affecting many people compared to other NCDs but contribute greatly to individual suffering and premature mortality.
The PEN plus program in #Uganda has been piloted in Atutur and Kumi Hospitals as a way of decentralizing services from National and Regional Referral Hospitals.
Penplus aims at improving quality of health care, access to severe NCD care and building capacity for health workers through training.

Through our partnership with @MinofHealthUG and @ResolveTSL, we are strengthening #PrimaryHealthCare systems and tackling #SupplyChain barriers to improve access to quality-assured medicines. This Co-Creation Workshop is a key step in turning that commitment into action.
Dr Ssinabulya Isaac, the Director @UINCD @SsinabulyaIsaac talked about the supply chain challenges and opportunities affecting medicine access especially at Primary Health Care.
He said identification and prioritising practical actions to reduce barriers and strengthen factors that support medicine availability & affordability.
He alluded the development of a joint action plan where stakeholders use their roles, expertise and resources to implement realistic solutions to improve medicine access.
