A Hawaii defense contractor serving more than seven years for fraud has supplied the central accusations in a ProPublica story suggesting Susan Collins steered defense contractors in return for donations to a political action committee.
The story is based on claims made by Martin Kao, the former chief executive of Navatek, who was sentenced in February 2025 to 87 months for pandemic-relief fraud, money laundering and bank fraud.
The FBI dismissed the allegations under Biden, and Collins’ office has rejected the allegations outright.

After suing he was told he could stand in the back of the briefing room, and was never called on despite being the only African journalist.
