It has vetoed more UN Security Council resolutions than any other member, the majority of them protecting its allies from accountability for documented violations of the framework it built. It applies the Nuremberg principles to its enemies with precision and to itself with flexibility. This is not hypocrisy in the ordinary sense. This is the logical behavior of a power that understood, from the beginning, that the rules were for managing others. "Exceptional" means you build the cage and then note that you don't fit inside it.
