That’s 100% up to interpretation. Unless when you run you put 1 foot down on the ground before you take your next step. There will always be a point in your stride where both feet are off the ground. hence interpretation.
False. Rules are never left up to interpretation. The rule is the rule. If they waived it off they said the defender was already on the ground.

False it’s up to interpretation always safety related. The running back for Knoxville Catholic two games ago breaks three tackles jumps a defender at the goal line ref those the flag. They waived the flag off for safety reasons.

The rule in Tennessee does not apply if the defender goes for the runners legs. Yes the refs throw the flag. Have a discussion if deem if it was for safety or not.
