What are three things legislators can do to increase housing supply? Housing is expensive because we don't build enough of it, and local rules are a big reason why. Here are three things state lawmakers can do to increase housing supply: Preempt exclusionary local zoning. Rules like very large minimum lot sizes block starter homes from ever getting built. Make permitting faster and easier. Streamline state-level permits into a one-stop shop, set shot clocks for slow municipalities, and allow certified third-party inspections. Give builders real legal remedies. Arizona lets landowners seek compensation when a locality's rezoning cuts their land's value, which has curbed exclusionary zoning there. New Hampshire's Housing Appeals Board offers a quick, low-cost alternative to court for housing disputes. For developers, time is money, and every delay shows up in what you pay for a home.
