Dear friends, during some recent medical examinations, the doctors found a small, localized nodule in my lung. It was detected at a very early stage and is well-localized. The doctors believe that it is best to intervene, so, following their advice, I have decided to undergo surgery to remove it. The operation is already scheduled to take place in the coming days. I thank you for your spiritual closeness and entrust myself to your prayers.

The Minister of Defence and Veteran Affairs, Hon. @KiryowaKk has told Parliament’s Committee on Physical Infrastructure that the National Enterprise Corporation (NEC) has never been involved in the implementation or operation of the Intelligent Transport Monitoring System (ITMS). Hon. Kiwanuka, who appeared before the Committee with NEC officials led by the Managing Director, Gen. James Mugira, made the revelation while briefing MPs on the status of arrangements between NEC and Russia-based Joint Stock Company Global Security for the establishment and implementation of the ITMS in Uganda. The development comes as the Committee continues its inquiry into the digital number plate project, examining its contractual arrangements, financing, implementation and security components. #CommitteesUg

. @mkituuma "Police, working jointly with sister security agencies, have arrested three suspects in connection with the kidnapping of two children from Bujowali Zone, Njeru Municipality, Buikwe District today 17 sept 2026. The first two suspects arrested are Odongo Richard and Derick Nkuruziza. A firearm, suspected to have been used in the commission of criminal activities, was recovered during the operation. The joint security team has also arrested Kasaija Dan, alleged to be the overall commander of the group and to have been receiving and withdrawing ransom money in Kampala. The case arose on 7 September 2026 at about 7:00 p.m., when two armed and masked men allegedly attacked the home of Mr Mugabanya in Bujowali Zone while he was away. The children were reportedly watching television under the care of domestic workers at the time. The assailants allegedly injured the domestic workers as they raised alarm, confined them in a bedroom, and fled with two of the children. The kidnappers later allegedly demanded a ransom of UGX 100 million. See more👇👇 upf.go.ug/police-sister-secu…

1999. The boy in the green Aga Khan sweater sat at the front of the class, his hand up before his classmate even finished the question. He knew the answer. His name, according to the register, was George. Outside the gate, royal guards waited. But in here, he was just a boy who loved answering SST questions. He was seven years old and the world's youngest king, but right now, none of that mattered. The teacher had asked a question about yesterday's homework, and his hand was already in the air, fingers stretched toward the ceiling like he could grab the answer from the air itself. His green sweater was slightly too big at the sleeves, the way school uniforms always are when you're still growing into them. He sat at the front, not because anyone had put him there, but because that's where you sit when you want to be seen, when you want to be called on, when you have something to say. The other children knew him as George. Some of them knew about the crown, of course, you can't exactly hide being the Omukama of Tooro when your guards wait by the gate, but children are practical creatures. A king who shares his lunch is just a friend. A king who laughs too loud in the playground is just a boy. And George laughed loudly. He ran fast. He argued about whose turn it was on the swings. He was, in every way that mattered, exactly like the rest of them. When the bell rang, he didn't walk out like a monarch. He spilled out with the others, bag hanging on one shoulder, green sweater untucked, already talking about what was for lunch. The guards were there, as they always were, but they kept their distance, and he kept his joy. At home, the real kingdom awaited: the balcony with the miniature pool table, where his sister Ruth was already waiting. She was older, watchful in the way sisters are, the keeper of his small secrets and the only person who could beat him at pool without him minding. Their laughter filled the house. Ruth would straighten his collar or hand him the cue, and he would line up his shot with the concentration of a chess grandmaster, tongue poking out slightly. The weight of Tooro, the councils, the ceremonies, it all stayed outside. In here, it was just the two of them, brother and sister, building their own small world on a balcony in Kampala. Then the evening came, and with it the dogs. Three German shepherds who knew nothing of thrones or titles, who only knew that the boy with the smole was their favourite human. He ran into the garden, and they circled him, barking with delight, and he ran with them, arms wide, laughter spilling into the fading light. He was not a king in that moment. He was not the heir of centuries. He was just George, seven years old, running with his dogs, alive and bright and burning with the simple joy of being alive. That was 1999. The boy in the photograph, the one raising his hand, the one in the green sweater, he grew up. He became the man his people needed him to be. He carried the weight, wore the crown, answered the call. For thirty-one years, he was their king. But those who loved him best will always remember the other George, the one who sat at the front of the class, who played pool with his sister, who ran with his dogs at dusk. The kingdom announces that Rukirabasaija is gone. But George? George is still there, in the green sweater, hand in the air, ready with the answer. He always had the answer. He always will. The boy in the green sweater. The hand in the air. The dogs in the garden. The sister on the balcony. These are the things that crowns cannot contain and history books often forget. But they are the truest things. They are the things that made him loved. #ughistory #Tooro @ObukamaBwaTooro @toorokingdompm

ODPP SECURES DEATH AND LIFE IMPRISONMENT FOR 9 ACCUSED PERSONS FOR THE KIDNAP AND MURDER OF SUSAN MAGARA Today the 5th of August 2026, the Hon. Justice Ajiji Alex Mackay has sentenced A4 Nakandi Hajara and A9 Buvumbo Musa Abas to death and Life Imprisonment to A1, A2, A3,A5, A6, A7, and A8 for the Kidnap with intent to Procure a ransom and Murder of Susan Magara. In determining sentence, the court was guided by the principles of retribution, deterrence, protection of society, and the roles played by each of the convicts in the commission of the crimes. The court considered the rarest of the rare circumstances under guideline 18 and factors aggravating the death sentence under guideline 20 of the Constitution Sentencing guidelines of 2013 such as; 1. The convicts having premeditated the Kidnap and murder, meticulously planned and the offences being highly organised at all levels before, during and after: 2. The extreme brutality and cruelty in the commission of the offense. 3. The fact that the crime was committed for financial gain through ransom. 4.The cutting off of the fingers of the victim, injecting her with ketamine and suffocating her to death with a polythene bag 5. The emotional( trauma) and financial impact( USD 200,000 and other expenses) on the victim’s family and on public confidence and security. Supported by victim impact reports and community impact reports. 6. The fact that the convicts targeted a particular gender of women/girls. The court also considered the mitigating factors but found that the aggravating factors outweighed them and the offences were very serious with grave aggravating factors. The Court further relied on binding Supreme Court and Court of Appeal authorities to mete out the appropriate sentences. The court then found that A4 and A9 were the principal executors who carried out the act of killing. Their direct role in the injection, suffocation, and being in custody of the deceased at both Nateete and Konge detention places the highest degree of culpability. The court found that while the other accused participated with common intention, their role was that of planning, aiding, and facilitating the offences. Court ordered that the properties that were acquired using the ransom, that is, the 35 acres of land in Buikwe, an acre in Luweero, Isuzu trucks, mini bus coaster, Hiace vans and the motor vehicles used in the commission of the offence should be confiscated, forfeited and the proceeds from the sale be paid to the family of the late Susan Magara. The case was prosecuted by Chief State Attorneys to wit: Sherifah Nalwanga, Irene Nakimbugwe and Joseph Kyomunhendo

Ministers of Defence from African Union Support and Stabilization Mission in Somalia (AUSSOM) Troop-Contributing Countries commended the technical report prepared by the Chiefs of Defence Forces (CDFs), laying the strategic groundwork for the mission as it faces critical support threats ahead of January 2027. The three-day summit brings together diplomats, military, and defence leaders from Uganda, Burundi, Djibouti, Ethiopia, Egypt, Kenya, and host nation Somalia. The CDF report, finalised on Wednesday, informed the ministerial deliberations yesterday and will guide regional Heads of State during today's Extraordinary Summit. Ms. Zinene Chiradza, Director of the Conflict Management Directorate at the African Union Commission, commended the military leadership for their foundational technical work, highlighting its importance for incoming executive decisions. “I wish to commend the exceptional work conducted by the Chiefs of Defence Forces for the preparation of a report to be considered by the Ministers of Defence” Chiradza said. “Proposals from yesterday's meeting are crucial to better inform Heads of State to validate appropriate actions during this probable transition.” She further noted that the summit's timing is critical, noting that “the existence of the main support line for the AU mission in Somalia is under serious threat as of January 2027.” Opening the military chiefs' session on Wednesday, Uganda's CDF, Gen. Muhoozi Kainerugaba who chaired the proceedings, urged swift action as the United Nations Support Office in Somalia (UNSOS) prepares to conclude operations by December 31, 2026. “These are difficult circumstances, but they also call for our unity, creativity, and resolve,” Gen. Kainerugaba stated, emphasising the need for troop-contributing countries to fast-track African-led alternative arrangements. Welcoming delegates to the ministerial session, Uganda's Minister of Defence and Veteran Affairs, Hon. @KiryowaKk reaffirmed Uganda's commitment to Somalia's peace and security. He recalled that since deploying the very first troops under the African Union Mission in Somalia (AMISOM) in 2007, Uganda has remained steadfast in its devotion to Pan-African solidarity, collective responsibility, and African-led solutions to continental challenges. While acknowledging progress achieved over nearly two decades, @KiryowaKk warned that Al-Shabaab remains a complex threat requiring coordinated military and political responses. He stressed that moving from AMISOM and ATMIS to AUSSOM must be carefully managed to prevent security gaps. “Building national ownership remains the most sustainable path towards enduring peace,” @KiryowaKk emphasised, highlighting the importance of developing capable Somali security institutions and maintaining dialogue between the Federal Government and Federal Member States. Addressing the mission's persistent financial deficit, Minister Kiwanuka urged international partners to support reliable, long-term funding. “AUSSOM cannot continue without the requisite resources. We must find a solution to this perennial challenge,” Hon. @KiryowaKk noted. The summit will conclude today, July 31 with final directives issued by regional Heads of State. #OpenGovUg
