The city received a timeliness warning from HUD so the administration was on notice that it had to spend its CDBG funds. But they didn’t tell anyone and — instead of trying to find streets to pave and trees to plant — decided to blow $1.2 million to buy a lot and lease it for $1.
Councilmembers requested and received a list of other projects the administration reviewed for funding eligibility. But top officials have said the land acquisition might be the only project the federal government would approve, given that it’s the “most ready.”

Sounds like Moshe Sugar should tell the city the deal is off and just build the housing at 128 Glenwood, then.
It would solve the problem of the city blowing $1.2 million on this lot that’s already zoned and permitted for housing.

Fair Share Housing Center absolutely does not understand that their goal of forcing a mandatory IZO on places like Jersey City is what ultimately necessitates more PILOT agreements.

Styer was active and responsive on social media. He was given an impossible task to provide direction to the public from a rudderless administration in City Hall.
I don't know the context behind his separation from Jersey City but I wish him the best in his next role.

This would have been a more useful use of administration time and resources than yet another PILOT audit.
I've been clear Jersey City lost a lot of state capacity after 2020; a lot of things fell through the cracks. Problems with grants didn't start this January but they continued. I want to see a full accounting of what projects were planned and fell through.

In some ways, it's actually the worst-case scenario for Jersey City if New York starts building at the same time we're making it more difficult to build.
We would lose our competitive edge in housing starts and it would make balancing our budget harder going forward.
There are a whole bunch of stats like this where JC used to lead outer borough NYC (or even Manhattan) but now no longer the case. City of Yes was very consequential. If thry fixed the abatement issue w/the prevailing wage restrictions, NYC housing construction could really zoom.

Jersey City has a restrictive historic preservation ordinance that gave a commission power to deny demolition permits to buildings citywide.
An owner had no way of knowing if their building was a ruin or a hidden gem they must preserve.
A court voided it. Will the city appeal?
A judge struck down Jersey City's demolition ban on Aug. 26.
Since 2018, the city could deny demolition of any building, landmarked or not, with no public list of what was protected. The court held that state law only lets historic commissions review designated sites.

This is one area where New Jersey’s municipal madness might be beneficial because a city or town that builds can take advantage of an opportunity for more tax revenue.
Usually, no one Council district is big enough to "build their way out" of a region's housing problem
It's a classic collective action trap: Why bother permitting here unless everyone else will too?
The new zoning override track for bottom-producing districts fixes that trap!
