On March 17, 2023, the International Criminal Court issued historic arrest warrants for Vladimir Putin and Maria Lvova-Belova (Russia’s Commissioner for Children’s Rights) for the war crime of the illegal deportation and forced transfer of Ukrainian children.
They are suspected of responsibility for these crimes under the Rome Statute of the ICC. The evidence includes testimonies collected by Ukrainian investigators and international organizations, as well as public statements by Lvova-Belova herself, who openly confirmed the transfer of Ukrainian children to Russian families.
Since the beginning of the full-scale invasion, Ukraine has received more than 20,000 reports of the deportation or forced transfer of Ukrainian children.
More than 16,000 cases have already been verified by the Ministry of Justice of Ukraine.
Russia systematically removes Ukrainian children from temporarily occupied territories, changes their documents and citizenship, and places them with Russian families or state institutions. In special camps and educational programs, children are subjected to ideological indoctrination aimed at erasing their Ukrainian identity.
Today, hundreds of thousands of Ukrainian children remain under Russia’s control — including deported children and those who remain in temporarily occupied territories.
As of today, 2,048 children have already been returned home.
Russia’s aggression is directed not only against the state. It targets people, families, and, above all, children.
Ukraine seeks a peace that is dignified, just, and lasting — and such peace is impossible without the return of all Ukrainian children.
