The big institutions that actually caused the 2008 crisis absorbed the regulatory cost with ease and used the new complexity as a competitive moat. You paid higher premiums, earned lower real wages, and watched your savings earn nothing in a deliberately suppressed interest-rate environment. The bill always arrives later.
