You’d call it an act of war if China placed bases around America because China coercively seeks regional domination. You call American bases national security because, in many cases, they exist by agreement with host countries to deter coercive domination. A military base isn’t inherently aggression or defense. Whose consent put it there, and what threat it exists to counter, matter.

US military bases are surrounded by bars, whorehouses, and GIs immune from local prosecution for robbery, rape, and the occasional murder. Any GI arrested is turned over to the MPs for "administrative justice." US military bases are not popular.

All US bases are there with the permission of the hosting countries. Canada Mexico and Cuba are welcome to do the same. Canada and Mexico would never agree to it, because the economic consequences would be enormous. Cuba has already hit rock bottom, but still; it can choose to do as it pleases.
