A new TEBA study shows that new large load consumers can pay their fair share of transmission costs AND put downward pressure on bills for other Texas consumers. To make that happen, Texas needs to create a minimum transmission charge (MTC). Also known as minimum billing demand, an MTC is based on a percentage of the contracted energy that each large load customer has committed to receive. TEBA’s study shows that an 80% MTC over nine years would ensure large loads fully pay for the transmission costs they create. Coupled with a shift to monthly transmission billing charges, residential transmission charges could be 3.6% lower through this MTC.     By implementing an MTC, Texas can:  ⚡️ Cover incremental transmission costs that new large loads create; ⚡️ Alleviate rising transmission cost burdens on existing consumers; ⚡️ Continue to incentivize business investment and innovation; and ⚡️ Retain incentives for large loads to reduce their demand response when the grid is stressed. TEBA’s @baker_bryn was at the Texas Capitol today, delivering invited testimony to the Senate Business & Commerce Committee on the need for a new approach to transmission planning. Her key message: to support economic growth across the state, policymakers must take a longer-term view of the far-reaching benefits that transmission investments create. “Evaluating transmission investments over a longer timeframe — and considering the economic value these lines provide — will show more clearly that we’re building the right infrastructure, in the right places, at the right time, while reducing congestion costs and enabling economic expansion,” Baker told the committee. As she noted, getting power to consumers is just as important as generating it. Today, Texans are paying more for less-efficient infrastructure. A lack of transmission capacity is costing ratepayers about $2 billion per year in largely avoidable congestion costs. And business-as-usual transmission costs are increasing by about 3.5% per year. Notably, the addition of new large loads helps spread grid expenses across more consumers, resulting in savings for existing customers.
