TPUSA said they have 8 security personnel. 🔴 TPUSA took it upon themselves to manage ticketing and did not report to UVU. 🔴 Neither Brian Harpoole or Dan Flood would communicate to UVU project team or Chief Long.

TPUSA insisted on the outdoor fountain courtyard and on running its own tickets out of Phoenix, so campus police never got a real headcount. The report says that outdoor site created line-of-sight problems from buildings and rooftops and that there was no written security assessment, no event action plan, no documented rooftop review, and no sit-down walk-through between UVU Police Chief Jeff Long, Flood, and Harpole before the event.
