Bond Fraud in Bellingham?
And why it matters that we repeal the income tax

The Set Up
- In February 2022, Bellingham schools convinced voters to approve a $122 million bond
-The district claimed that enrollment was increasing and they needed to future proof their school capacity
-$50million of the bond was designated to build a new elementary school #15 on the northside of town
What is a Bond? (No, not a British spy)
-A bond is basically a loan to the school district paid for by the taxpayers
-in this case $50 Million for the new school and $72 million worth of goodies the district claimed it needed
-Bonds have to be paid back
- since schools don’t create money, the only way for them to pay back the loans are through property taxes
-because local governments almost never reduce their budgets or their spending, new bonds require bigger budgets to fund the loan repayments
-bigger budgets require more (higher) taxes
-Bellingham voters have been paying that additional interest and principle through increases to their property taxes since they passed the bond
The First Rub — They Lied
-It turns out that the school district was less than honest about enrollment
-Between 2019 and 2021 the five surrounding elementary schools lost a combined 100 students
-It seems they knew this when they ran the bond
The Second Rub— The New Elementary School #15 Construction has now been Cancelled
-Due to declining enrollment, the district has decided not to build the new elementary school
-even though it has already taken the loan out and the taxpayers are already paying if off through their property taxes
The Third Rub
-Three contractors who benefit from the bond spending actually put up 40% of the money to run the campaign to convince the voters to vote for the bond
The Fourth Rub
-For 2026-27 the district eliminated certificated librarians, reduced elementary and middle school counseling, cut about 60 certificated positions and ended fifth-grade outdoor school
-The short bump in teachers in 2021 was funded by one time federal covid money with no serious plan once that money ran out
-But district wide administrative count increased as teacher count fell

-$30 car tabs — Cancelled
-Light Rail To ballard —Cancelled
-Federally protected salmon —Electrocuted by light rail
-Natural Gas Protection Initiative — Over turned
-Lottery Money to fund Education — Diverted
-Marijuana tax money to Education — Smoked
- CCA will only be pennies per gallon — 1000 pennies per tank
-CCA funds give to political cronies — No accountability
-CCA funds dedicated to environment — Funds raided
-Paid Family leave tax — 300% rate increase in just 5 years
-WA Dept. Of Commerce Website Invitation No income tax, no capital Gains tax - Rescinded and broken
-2024 Income tax ban — Easily made easily broken
-WA State Constitutional ban on income tax — Ignored
-Pension/retirement account protection from taxation - Removed Safeguards
There seems to be a pattern of broken promises in this state
1) We promise if you give us money we will do good stuff
2) It will be for the children
3) grift, graft and corruption
4) Delays, overruns, and cancellations
5) We need more money
6) This time we promise you can trust us
YOU CANT TRUST THEM — This income tax is coming for you, your parents, your kids, and your retirement accounts
