Now she's running for governor on a promise to "root out waste fraud and abuse" on day one. Yet Minnesota still had him licensed as the director responsible for group homes caring for vulnerable adults. State investigators found neglect in 10 cases tied to Dukuly-linked homes. Some involved resident deaths. Then a reporter called. Days later, he removed himself as director from two facilities. He has not been charged with fraud, but that almost makes the bigger question worse: How does Minnesota keep sending millions of dollars into programs where glaring red flags aren’t caught until journalists or federal investigators show up? At this point, Minnesota doesn’t have a fraud problem. It has an oversight collapse.

They would need about 50-100 staff members to handle this amount of patients This is so very clearly fraud
