Send the cuts to Congress... the people who won't pass a budget, won't adhere to their own rules, and bust debt ceiling after debt ceiling. If I were @elonmusk, I'd say, start doing your job and cut spending yourselves, or I'll fund the campaigns of your primary opponents!
