I listened to Poole’s testimony last week. The only justification he offered was his own definition of “success.”
Blaming @TerriLeoWilson is gaslighting. What drew scrutiny was Poole’s judgment and the district’s decision to move tax dollars into a nonprofit that did not publicly disclose conflicts of interest—with Americus Holdings (Nathan Watkins) and Commerce Street Holdings (Hillary Poole).
I must have been raised differently. I would rather be poor and live by God’s principles than be a rich man dealing with the devil. Success, to me, is honoring God. Poole appears to define it as more material wealth. This is just my personal opinion.

In 2021 Rankin ISD authorized a $19 million grant to a new 501(c)(3), the Rankin ISD Education Foundation, so the money could be invested more aggressively than Texas school-deposit law allows. The contract says the foundation board is made of district representatives and appointees, and that every dollar is for Rankin ISD only. IRS filings show $15 million booked in 2021 and $4 million in 2022. By 2024 the foundation reports about $19.4 million in assets and almost no spending relative to that pile.
Schedule D then lists the largest holding as “PERMIAN BASIS AREA FOUNDATION” (PBAF) more than $17.7 million. No charity by that name exists. The real organization is the Permian Basin Area Foundation in Midland (EIN 75-2295008). If the extra “s” is a typo, Rankin did not spend the money on classrooms. It parked most of it with another nonprofit to invest.
That is how a district “keeps” funds it no longer holds. The ISD cannot buy private credit or multifamily funds the way a foundation can. A community foundation can hold an agency account; Rankin’s 990 still counts that account as its asset. Control stays political. Daylight does not.
Guy McCrary, PBAF president and CEO, reported $438,233 in compensation plus $37,202 in other pay on the latest 990 extract—about $475,000, approaching half a million a year—to run the shop that now sits on Rankin’s fortune.
PBAF is not a shell. It is a large West Texas community foundation. In 2010 it created West Texas Heritage Holdings, Inc., a supporting nonprofit that takes real estate, minerals, and other illiquid gifts. McCrary has appeared as an officer there. The public stack is four doors: Rankin ISD, Rankin’s education foundation, PBAF, and WTHH. There is no public proof Rankin’s cash sits inside the real-estate subsidiary. There is also no reason the public should have to guess.
Why one nonprofit hands millions to another: investment staff, pooled funds, scholarships—and distance from recapture and public-deposit rules. Barbers Hill ISD Superintendent Greg Poole built the same playbook at scale, then sold the method through Jigsaw School Finance Solutions. Rankin ISD paid that firm $221,750, according to openthebooks.com. A Texas House committee put Poole and attorney Sara Leon under questioning in 2026 over foundation money the state “can’t touch.”
Sharing a consultant and a school-finance lawyer is not a crime. It is how a template moves from Mont Belvieu to a 300-student oil district in Upton County.
Proven: the $19 million authorization, $19 million received, $17.7 million parked under a misspelled Midland foundation, board overlap, McCrary’s pay, PBAF’s real-estate affiliate, Jigsaw paid by Rankin ISD, Leon at the Capitol hearing and also paid by Rankin ISD.
Not proven: theft, that WTHH holds Rankin’s account, or that Barbers Hill’s apartment deals were copied acre for acre.
If this is for kids, show the grants that actually returned to Rankin ISD, the funds and fees inside that $17 million, and every Jigsaw and legal invoice. Full disclosure of how many adults are benefiting from the kids money and just how secure is the money in question. Until then, “for the kids” is a caption.

The “Underfunded” School Lie: Tiny Districts Dumping Millions into Private Foundations: Rankin ISD gave $15 Million Away
School districts across Texas have spent years telling the public they are chronically underfunded. Lawmakers hear it. Taxpayers hear it. Parents hear it. Yet records keep showing something very different: some districts sitting on so much "not currently needed" money that they transfer tens of millions of tax dollars out of public coffers and into privately run education foundations.
Barbers Hill ISD’s Education Foundation is now under intense scrutiny. It would be a mistake to treat that case as unique. Other districts have used the same structure. Rankin ISD is a striking example.
Rankin ISD is a tiny district in Upton County with roughly 300 students. It still found enough surplus cash in its fund balance to send a one-time grant of $15 million in tax dollars directly to the Rankin ISD Education Foundation, a privately governed nonprofit. This was not Chapter 313 money. It came from what the district itself described as funds “not currently needed to meet the obligations of the District.” The foundation appears in the district’s audit in the same way Barbers Hill’s foundation does.
If public schools are truly underfunded, how do districts have millions sitting idle that they can hand to private organizations?
Documents show Rankin ISD received advice from attorney Sara Leon, who also represents Barbers Hill ISD. Those documents include a justification that was later echoed in Barbers Hill testimony: “Rankin Independent School District maintains control over the Foundation by reserving appointment authority for a majority of the seats on the Foundation’s Board of Directors.”
That reasoning does not hold up. Elected trustees are the only body legally authorized to represent the district. That authority cannot be delegated to an unelected foundation board, no matter how the seats are filled. Calling the arrangement “district control” because trustees appoint a majority of foundation directors simply creates a shadow board that is not accountable to voters in the same way. It also raises obvious conflict-of-interest problems. As Barbers Hill has already demonstrated, the public has almost no practical way to see whether people who sit on both the district and the foundation have personal or financial stakes in how those millions are invested.
Who actually benefits when public tax dollars are moved into private investment vehicles—real estate deals, alternative investments, and other holdings that sit on the foundation’s books rather than the district’s?
Texans have been told for years that school districts lack adequate funding. At the same time, certain districts have been quietly transferring large sums to private foundations. Districts that play this game do not just raise questions about their own finances. They undermine the case for districts that actually operate with tight budgets and genuine need.
The pattern is now visible. The question is whether anyone will treat surplus transfers to private organizations as the contradiction they are.

When asked by The Texan why I thought Watkins was running I said he may be “running to make legal what might be illegal”. Poole’s testimony at hearing was Watkins failed to disclose his conflict of interest. That is not slander regarding an opponent, that is in fact, illegal.
