• Meta’s own story was record 12 Dec, distribution/pay 14 Dec, preferreds cancelled w/distribution. finra.org
• FINRA Daily List 6 Dec: settled holders as of 12 Dec get Next Bridge on pay date 14 Dec; purchases after 8 Dec do not; “canceled effective December 13.”
• FINRA Daily List 8 Dec: pay date removed; “canceled” becomes “deleted” 13 Dec. storage.courtlistener.com
• 9 Dec: U3 halt for an “extraordinary event,” framed as T+2 / settlement risk. Trading never came back.
• Halt-status page was later patched (16 Feb 2023) & blamed on a coding issue. finra.org
• Normal short-interest print around the event didn’t happen because the symbol was gone; FINRA later estimated ~2.65M shorts at member firms as of 12 Dec—after the fact, not a public mid-event print. courtlistener.com
• Detailed FAQ arrived 16 Mar 2023, not on 9 Dec when people needed it. finra.org
That is the transparency failure.
If the problem was really just “issuer dates don’t fit T+2,” the transparent move is: publish the deficiency under Rule 6490, sit with the issuer 9–12 Dec, move record/pay dates in public, let closing-only flow work, or say in plain English on day one exactly which open shorts / FTDs / DTC-eligibility problem made a freeze the only option.

A consistent theme emerged: While AI can strengthen supervision and compliance, human accountability remains essential. Firms emphasized the importance of clear governance, accountable model owners, ongoing monitoring and human review of flagged activity.
As AI capabilities continue to evolve, participants expressed a desire for practical, timely guidance that supports innovation and AI-driven efficiencies, including emerging agentic and autonomous capabilities, while preserving investor protection and strong supervisory safeguards.
