So you're not contradicting my statement that the horizon appears to rise with the observer. You're pointing out that a sufficiently precise instrument detects a small and increasing angular separation from horizontal. Those are two different claims.

They need that coordinate system, that’s all they have for curvature. Surveyors measure it flat. Elevations and depressions are measured referencing horizontal. It’s only when it reaches geodetic level that they introduce referencing the sky and using the ground model that they get curvature.
