I received one as well. There are many reports of others having received the same. You are correct, you are not supposed to recieve one unless you request one and it shoukd be reported to the @GaSecofState. @GaRepublicans
So I have looked at the State of Georgia rules and laws for absentee ballot applications and it specifically states that in order to get an absentee ballot application, you must request one. I did not request one, yet I got 2 in the mail.
