Yesterday I had the privilege of briefing the North Atlantic Council and engaging in an excellent series of meetings at NATO Headquarters as part of our consultations for the U.S. Europe Posture Review. This was a chance to hear directly from Secretary General Rutte and his team, key allied representatives, and our USG team at NATO. 1/

The clear and strong theme that came through is that NATO has decisively moved beyond *whether* to shift to a Europe-led defense of the Continent to focusing on *how* best to do so. This is enormous progress, thanks to the leadership of President Trump, Secretary General Rutte, and key leaders across Europe. 2/

Our Europe Posture Review is designed to advance and accelerate this historic shift. Yesterday was a very welcome opportunity to hear from allies as we think through how to adapt America’s posture in Europe to the challenges we face today and how best to transition to NATO 3.0. 3/

Yesterday I had the opportunity to meet with Germany’s Defense State Secretary Hilmer, Poland’s Deputy Defense Minister Zalewski, and Romania’s National Security Adviser Lazurca, as well as their teams. I appreciate these valuable engagements. Each of these countries is leading in embracing NATO 3.0 by building their military strength for a European-led collective defense of the Continent. 4/

Our team yesterday concluded an excellent week of engagements with NATO, SHAPE, USEUCOM, allied political and military leaders, and U.S. Ambassadors. These consultations are a vital component of the Department’s Review. We look forward to responses to our questionnaire, which will be an opportunity for allies to clearly and directly input into our efforts. 5/
