• Serving as chief representative — i.e., acting as the primary spokesperson for the majority party's positions in the Senate and often in broader congressional or inter-branch negotiations (e.g., with the House or the President).
• Influencing procedural control — i.e., using tools like motions to proceed, "filling the amendment tree" to block unwanted amendments, and other parliamentary tactics to shape outcomes.
In practice, the majority leader is often seen as the de facto leader of the Senate, far outranking the Vice President (who is the constitutional President of the Senate but rarely presides) and the ceremonial President pro tempore.
