🚨NEW: The @CFTC has submitted its crypto rulemaking to the White House for review. The proposed rule is titled “Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets.” It comes just two days after @ChairmanSelig said the agency was “locked in and ready to ship rules” following the Senate’s failure to advance crypto market structure legislation.

Don’t forget - Ripple and XRP stand on settled ground. The 2023 federal Court ruling established XRP is not a security. And in March the SEC and CFTC issued a joint interpretation naming XRP a digital commodity. SEC Chairman Atkins and a CFTC Chairman Selig understand these markets. We expect future rulemaking from both agencies to continue to set out clear rules of the road.

1/ This one stings. Our team gave everything we had to get the Clarity Act across the finish line. So did most of the industry. This was an opportunity bigger than Ripple or one company - we did this for the industry, for consumers and to cement the US’s position as the crypto capital of the world and as a leader in the future of finance. Ultimately, consumers and U.S. competitiveness got left behind. 2/ A post mortem needs to be done on why this failed (more from me on that in the days ahead). The politics of the democrats (the anti-crypto army) was elevated over good policy. 3/ There is still reason for optimism for crypto in the United States. Now, the SEC, under Chair Atkins, and the CFTC, under Chair Selig, will continue to work hard to issue rules to fill the legislative gap and we will continue to be actively engaged in that rule making process. 4/ Ripple's business has never been stronger — real demand across traditional finance and the digital asset ecosystem. A missed vote in Washington doesn't change our momentum, our global footprint, or our customers.

I’ve said many times that the CLARITY Act is essential to ensuring America wins the global race for new technology. That’s the reason Congress passed the GENIUS Act: to ensure that stablecoin infrastructure, a revolutionary financial technology, will be built in America. Ensuring that America’s community bank sector continues to thrive has been a constant focus of mine since day one. And the administration’s dual focus on enabling new digital technology to flourish and appropriately tailoring community bank regulation is key to both sectors driving U.S. economic growth together over the next several decades. The final draft of the CLARITY Act furthers this mission. It gives the Secretary of the Treasury additional authority to act if the facts around deposit flight change to the detriment of community banks. If stablecoins cause harm to community banks, I will not hesitate to use these tools to ensure they remain fully protected. Community banks are essential to U.S. economic performance and Main Street growth. Economic security is national security, and community banks play a major role in this principle.

This bill isn't just a compromise…it's the product of real, substantive trades policymakers made to get here. I said this many months ago: perfect can't be the enemy of good… and let's be clear: those trades weren't small. This isn't a deal Senators should be ‘settling for’ — it's a deal that they should stand behind. Senate: the world is watching and voters are watching. Now is the time to vote yes.
