Your search keywords are "Wildlife tracking collar". :D You can preprogram them for lots of upper body strength and they'll be less averse to risk/less susceptible to anxiety when they're older if you give them lots of opportunities to climb at this age.

I found, at least with one, the more agency the better. Sure there is occasional escape attempt and random tantrum, but the more they are choosing their own wants, the better your time together is. I’m guessing that changes once they are teenagers…
