I was honoured to participate, as an Eminent Person of the g7+, in the high-level summit themed, “Charting Concrete Mechanisms for Stability, Self-Reliance and Resilience.” I emphasised that countries emerging from conflict must not remain permanent recipients of international intervention. Yemeni Hikma Fellowship Delegation to Undertake Peer Learning Study Visit to Timor-Leste. Dili, Timor-Leste, 28 August 2026 - twenty-three Yemeni officials will travel to Timor-Leste from 1–4 September 2026 for a four-day peer-learning study visit to learn about the country’s trajectory from conflict to peace and stability. Hosted by the g7+ Secretariat, the Hikma Fellowship is a leadership development programme bringing together emerging Yemeni leaders from the political spectrum, government, civil society, academia, media and the private sector. For communities facing conflict, drought, floods, displacement and food insecurity, climate change is not a distant environmental challenge, it is a daily struggle for survival, resilience and peace. Habib Ur Rehman Mayar, Deputy Secretary-General of the g7+ Secretariat, calls for COP31 to move beyond pledges and deliver real implementation. As he puts it: “Climate finance must follow vulnerability, not bankability.” That means simplifying access, investing in national capacity, and supporting long-term resilience, not just short-term projects. Gordon Darcy Lilo, Minister of Finance and Treasury of Solomon Islands, to discuss cooperation on resilience, governance, public financial management, peacebuilding and natural resource management. Derrick Rawcliffe Manuari, MP, Minister for Mines, Energy & Rural Electrification of Solomon Islands, to advance Fragile-to-Fragile Cooperation with Timor-Leste on mineral resources and natural resource governance. The g7+ is facilitating peer learning and knowledge exchange on responsible resource management, institutional strengthening and practical solutions. The meeting also introduced the Rapid Response Advisory Centre (RRAC), providing specialised legal, technical and policy expertise to help member states address complex challenges. 18 June 2026 | @Habibmayar Deputy Secretary General of the @g7plus spoke at the side event “Delivering Scaled-Up Adaptation Finance in Vulnerable Countries in Fragile and Conflict Contexts” during the 64th Side event of the @UNFCCC Subsidiary Bodies (SB64). The event was organized by @ACTAlliance ACT Church of Sweden, @DanChurchAid and @BROT_furdiewelt The discussion highlighted the urgent need to close the adaptation finance gap in fragile and conflict-affected settings and to ensure climate finance reaches the communities most vulnerable to climate impacts. In his remarks, Mr. Mayar emphasized that “the most pressing threat we face today is the threat of inaction.” He stressed that climate change is not only an environmental challenge, but also a humanitarian, economic, and security challenge that disproportionately affects fragile and conflict-affected countries. He underscored the importance of climate justice, noting that while g7+ member states contribute less than 1% of global greenhouse gas emissions, they steward 11% of the world’s forests, including critical global carbon sinks. Yet these countries face some of the most severe consequences of climate change. Looking ahead to #cop31türkiye Mr. Mayar called for climate finance that follows vulnerability, stronger investments in the foundations of access such as institutional capacity and climate data systems, and greater support for long-term resilience pathways. He also highlighted the importance of operationalizing and capitalizing the Fund for Responding to Loss and Damage to support communities already experiencing irreversible climate impacts. New York, 16 June 2026 – Secretary-General of the g7+, @helcosta2323 moderated a side event titled “From Global Reform to Local Leadership: Leveraging the Humanitarian Reset to Combat Acute Food Insecurity, Malnutrition and Famine” on the margins of the 2026 #ECOSOC Humanitarian Affairs Segment at the @UN Headquarters in New York. The side event focused on how the #Humanitarian Reset can be leveraged to address the global hunger crisis. With a particular focus on strengthening local and national service delivery systems, scaling up innovative financing, and advancing anticipatory action, discussions explored how the humanitarian system can respond more effectively to today’s food and nutrition crises by placing affected communities and national actors at the center of action. The event brought together development partners, government representatives from g7+ member countries, including the @RDCongoONU , Haiti, and @LibMissionUN , as well as humanitarian actors and civil society organizations. Participants exchanged ideas and highlighted the importance of a holistic, community-centered approach to ensure that interventions and projects deliver tangible impacts at the local level. As moderator, Dr. Helder da Costa emphasized that acute food insecurity remains a grave global concern, and food-crisis contexts require sustained political attention at the highest levels. He underlined the importance of ensuring that all stakeholders take concrete action to address food insecurity and prevent famine globally, particularly in countries most affected by these challenges. 16 June 2026 - g7+ Deputy General Secretary @Habibmayar shared the collective perspectives and experiences of conflict-affected countries on the future of international aid at the K4DD (Knowledge for Development and Diplomacy) Webinar on 𝐀𝐢𝐝 𝐏𝐫𝐢𝐨𝐫𝐢𝐭𝐢𝐞𝐬 𝐢𝐧 𝐅𝐫𝐚𝐠𝐢𝐥𝐞 𝐚𝐧𝐝 𝐂𝐨𝐧𝐟𝐥𝐢𝐜𝐭-𝐀𝐟𝐟𝐞𝐜𝐭𝐞𝐝 𝐂𝐨𝐧𝐭𝐞𝐱𝐭𝐬, Drawing on lessons from g7+ member countries, he highlighted three persistent shortcomings of the current aid architecture: · Aid too often reflects geopolitical and security priorities rather than the long-term peace and development needs of recipient countries. · The bypassing of state institutions through parallel delivery mechanisms can undermine country ownership, weaken institutional legitimacy, and hinder state-building efforts. · Fragmented aid systems, coupled with limited use of local procurement and national markets, frequently reduce the developmental impact of aid and miss opportunities to strengthen local economies and resilience. Reflecting on the principles of the New Deal for Engagement in Fragile States, the g7+ reiterated the importance of country ownership, nationally led pathways out of fragility, and more transparent and predictable development cooperation. He highlighted that conflict, poverty, displacement, and food insecurity are increasingly concentrated in fragile contexts, while the world simultaneously faces a “Great Aid Recession”. Mr. Mayar concoluded his remarks by outlining the g7+ response, which includes: · Prioritizing peace, dialogue, and national reconciliation. · Supporting fair and equitable management of natural resources. · Advocating for debt relief and innovative financing solutions. · Reframing fragility through a lens of resilience, potential, and self-reliance rather than risk alone. Other panelists echoed many of these concerns and shared evidence underscoring the importance of aid harmonization, alignment with national priorities, and strengthened country ownership as essential ingredients for effective development cooperation in fragile contexts.
