Last week while I was at the Shepherd's Run Solar adjudicatory hearing in Copake, New York, where the developer, Hecate Energy, was exposed for lying multiple times in their permit application materials... I saw a @NYSDEC vehicle in the parking lot as I pulled in. Inside the Town Hall, where we weren't allowed to take photos or videos, was an attorney the DEC had dispatched for this (unprecedented) hearing. After the Hecate Energy engineer had been caught lying multiple times by the attorney representing the Town of Copake, the individual from the DEC stood up to cross-examine the engineer. The DEC said, "At any point in the drafting of this testimony today, did you consult the DEC?" The engineer, at first, tried to skirt around the question, eventually admitting, "No." The DEC said, "No further questions," and sat back down. In that moment, 12-months later, what I have been saying on here every day for a YEAR was public for all to see: the DEC has been reduced to nothing more than an "advisory" body that ORES cuts out of every part of the solar and wind siting process. ORES, an OFFICE that was sneakily created in a 2020 budget bill, runs right over a 3,000-person AGENCY that our tax dollars are used, collectively, to pay into over $200 million in salaries for those working at the DEC. Since solar and wind cause so much environmental damage, from punctured aquifers and disturbing eagle nesting sites, to lake effect collisions, flooding, and clear-cut forests, ORES was created in a way where there is no environmental body monitoring the renewable developers. It HAD to be created in that way. Anyone reading this who works at the DEC: there is still time to do the right thing and share what ORES has done to your agency and the environment.
