End general federal research subsidies to Cornell University and other high-endowment private campuses Cornell is a private Ivy League institution with an endowment of about $11.8 billion. In fiscal year 2025 it spent about $795 million in federally sponsored research. That is a taxpayer subsidy to a wealthy private campus. I am asking Congress to stop treating an elite private brand as entitled to public money. On Cornell’s own reporting, licensing of university intellectual property generated about $22 million in fiscal year 2025. That is a few cents on each federal research dollar. Roughly one hundred U.S. patents issue in a typical year. Startups spun from campus IP raise private capital later; investors, not taxpayers, capture that upside, and most university startups fail. Papers and citations are abundant. Products, years of life saved, and farm income per federal dollar are not shown at anything like the scale of the appropriation. Faculty spend about 42 percent of their federal-grant time on administrative work: proposals, budgets, reports, and compliance. Federal research rules multiplied from 29 in 2004 to 255 in 2024!! When taxpayers buy a year of a scientist, they are buying something closer to half a year of science. This is not only a Cornell problem. National evidence shows research effort has exploded while ideas per researcher and per dollar have fallen. New-drug approvals per billion dollars of R&D have collapsed for decades. Papers and patents have become less disruptive since 1980. NIH’s budget more than doubled after the 1990s without a matching surge in transformative treatments. Extra dollars pile up at elite campuses. That is the worst place to ignore diminishing returns. Private science already exists. Jenner’s smallpox vaccine was self-funded. DNA as the molecule of inheritance was shown at the privately funded Rockefeller Institute. The March of Dimes financed polio research at a scale that dwarfed NIH at the time. Merck developed Pneumovax without a federal program driving the work. Philanthropy jump-started automated DNA sequencing when agencies would not move. Industry, not universities, develops, trials, and manufactures most approved drugs. If Congress wants public-goods research, it should buy it where the public can see the deliverables. Here is what we need: 1. Bar private institutions of higher education with endowments of $5 billion or more from new NIH, NSF, DOE Office of Science, and NASA research-project grants, other than awards that are competed solely for a defined national-security or food-security deliverable and that cap indirect costs at 10 percent. 2. Cap facilities-and-administrative recovery at 15 percent of modified total direct costs for any private campus above that endowment threshold, and require that recovered overhead be reported by expenditure category. 3. Shift a stated share of NIH and NSF extramural funds from campus project grants to prizes and milestone contracts with published success criteria. Continue Hatch and NIFA capacity funds only where the performing college publishes independent outcome metrics for farms, forests, or public health—not paper counts. 4. Public scoreboard. Require each agency, for every institution receiving more than $100 million a year in federal research funds, to publish an annual table of federal dollars, effective overhead paid, licenses executed, licensing income, independently replicated findings, and FDA or USDA products traceable to the award. If Cornell cannot show output commensurate with roughly $800 million a year, it should lose the money. 5. Prohibit agencies from restoring terminated awards to high-endowment private universities in exchange for side payments or non-scientific policy concessions. If the work is worth buying, buy it on the merits. If it is not, keep the money.

I called MARC Incorporated, the Mississippi contractor whose Piper Navajo Chieftain, tail number N59906, made four passes over Utah Valley University on September 10. The times are on the public flight track: 11:01, 11:09, 11:18, and 11:35 in the morning. Charlie was still alive. That airplane carries mapping cameras and LiDAR. I identified myself as Collin Campbell with Project Constitution and asked one question: who hired the flight. The first number went to voicemail. The second number connected. A person answered. The moment I said I was an independent journalist calling about the September 10 flight over Provo, the line went dead. I called back immediately. They hung up again. The third time the phone was off and I was dumped into voicemail. That is not how an above board company answers a journalist inquiry regarding a routine real-estate or highway survey. That is how a company behaves when it has a guilty conscience, is hiding something, and does not want the name of their client found out. A company that did nothing unusual would say so. It would be professional. It would name the contract or say it cannot discuss a client and leave it there. Hanging up three times and killing the phone is the tell. The million-dollar question is still the same. Who paid Butch Miller aka MARC Inc aka Whiskey Alpha 2 LLC to photograph that campus that morning. We all need to keep digging until that name is public. The true woman is a conqueror... but not in the one dimensional sense. She would reconstruct herself to win him, and mark herself with him as she destroys herself to destroy him, and in doing so form the soul tether that would birth their fusion. She understands the importance of learning, of empathy, and of penetrating a man's inner world to grasp him in a way others do not, to bend herself, to achieve him, to win him, and ultimately make him hers. Where other women simply think of him in relation to their wants, she works to see beyond herself to see him, and realises that to do so is the proper way to stick out to him. She hates to be perceived by men, and so to allow herself to be perceived by him is already an invitation to him, just as demonstrating her grasp of him proves her worthiness of him as she entices him. Most woman would prioritise their dignity, where she prioritises her heart's true desire - Him. The ordinary woman knows nothing of pursuing man, because she finds the mere concept insulting - an act she places beneath herself, that she nonetheless expects of him: a demonstration of her implicit contempt for man, in that one could never be so great to her that she would "lower" herself for him to have him. She does not plot, bend, visualise, feel him or taste him, and so she cannot accurately dream of him and thereby devote her heart to him. She simply places herself in his vicinity and makes a little noise with no real skill or thought put into the nature of that noise as if just any noise will do, and then presumes being noticed is enough to inspire an obsession for her within him greater than the self-obsession that presumed that. The ordinary woman does not hone her yearning into the blade that serves as the engine for the conquest of her would-be man, because in her fantasies she does not see herself as one who fights for, drives towards and claims her desire, but as the one being desired, and so she cannot conceptualise herself as the pursuer, only as the pursued - and it is this which renders her infertile, impotent, for she is prideful and cowardly and dare not risk herself, and so she seeks to have the power to choose without being vulnerable enough to seek being chosen. The true woman does not consider herself as a solely receptive doll for ornamentation, but likewise as an active participant with an applied will that can bend both herself and her surroundings in line with her greatest knowing, irrespective of what is convenient for her or natural to her, it is natural to her to do the unnatural wherever she believes that to be superior, and this is part of her greatness. She is an architect, of herself, of him, and of the love they would share - she first dreams the world she would instantiate until it becomes her reality, for she is a summoner, she pursues, she penetrates. By contrast, the ordinary woman would never have the courage to willingly bare her tenderest desperations to man. She would give up on him and thus give him up should he ignore or reject her, telling herself he does not deserve her - she is not intense or crazy enough in the ways that matter - she lacks the queenliness of the aspirant virgin lover, for how can a woman ever call herself a queen if she does not seek to conquer - do you truly expect a queen to be passive too? No? Then act like her. The ordinary woman is no queen because she is too fragile, and so when reality resists, she yields to it instead of bending it, makes excuses for herself, then excuses herself. The ordinary woman puts her pride and safety above her dreams, which is why her dreams are forever but mere figments. She is neither a warrior nor a mage, and so she is not a lover and thus no queen: she lacks the alchemy to make the unreal, real, until her lived reality is surreal. And so I implore you to cast her as the anti role model, my dear woman, for you must dare to conquer, and remember, you must die.

Elon Musk sent every Tesla employee a memo that took authority away from their managers and handed it to them. He never asks for more hours. Every rule moves a decision closer to the person doing the work. Musk: “Excessive meetings are the blight of big companies and almost always get worse over time.” Companies have a role for everyone who creates process and no role for anyone who removes it. Meetings and approval chains survive because removing them was never anyone’s job. Musk: “Walk out of a meeting or drop off a call as soon as it is obvious you aren’t adding value.” Attendance has always been treated as proof of commitment. He made it worthless, and contribution became the only thing that counts in the room. Musk: “It is not rude to leave, it is rude to make someone stay and waste their time.” Ordinary manners protect whoever called the meeting. He moved that protection to everyone else sitting quietly with real work waiting on them. Musk: “Don’t use acronyms or nonsense words for objects, software, or processes at Tesla. Anything that requires an explanation inhibits communication.” Internal vocabulary converts knowledge into status and charges every newcomer a fee to participate. A company that speaks plainly can absorb talent at full speed.
