My name is Sean Kennedy, and I'm the policy director of the nonprofit Law Enforcement Legal Defense Fund, and I'm the principal author of the September 2025 report, Outsourcing Justice: How Donors and Activists Control Progressive Prosecutors and Corrupt the Justice System. That report, based on 50,000 pages of open records requests, including the five DAs called the Texas Five here in Texas... and across 22 states, we identified 40 different DAs that were the advisees or clients of the Wren Collective. Saudi Arabia helped identify Iranian weapons procurement happening inside Saudi Arabia. The sovereign flagged the network operating within its own borders and asked the United States to designate it. That's the Bank Sorting Mechanism operating at the sovereign level. Saudi Arabia didn't protect the network because it was on Saudi soil. It buys components dual-use technology, specialty metals, electronics, precision instruments. The parts that go into guidance systems, propulsion, airframes. The supply chain that turns a commercial circuit board into a missile component. The procurement network works through front companies, intermediaries, and commercial channels that look legitimate from the outside. A technology firm in Hong Kong. A trading company in Pakistan. A representative in Beijing who files ordinary purchase orders for items that end up inside Iranian weapons systems. The enforcement has to work at the component level not the missile, but the circuit board inside the missile. Not the drone, but the engine that powers the drone. That's why the designation spans five countries. The pipeline is distributed. No single country holds the entire supply chain. The procurement agent in Beijing buys the component. [Iranian Prime Minister Abbas Araghchi denied that Iran had any role in the incident and accused Burnham of “barking up the wrong tree.”] •It’s still unclear what actually unfolded in Fairfield. The five men arrested in the plot were quickly released on bail – but “with the strictest possible bail conditions,” Burnham noted – and investigators found petrol in their vans but no bombs or other weapons. CHINA •In an unusual public alert, the UK’s domestic security service, MI5, warned British universities and around 100 academics against working with China General Technology Research Institute (CGTRI), which MI5 alleges to be a front company for Chinese espionage. •MI5 believes CGTRI has “very strong ties” to China’s Ministry of State Security (MSS) and has been funding academic research into fields like cybersecurity and covert communications that has resulted in UK researchers unwittingly developing spy tools for MSS. •Beijing flatly denied MI5’s accusations, calling them “imaginary and purely fabricated.” NORTH KOREA •After a careful investigation, South Korea blamed North Korea for planting the landmines that injured three South Korean soldiers in the demilitarized zone between the two countries last week. •South Korea’s President, Lee Jae Myung, has been working to de-escalate long-simmering tensions with North Korea, so investigators waited until they were “certain” before casting blame. •Pyongyang predictably denied the accusations that it planted mines in the DMZ – an act that would violate the armistice agreement between the Koreas – and said, essentially, that the mines must have planted themselves.
