The most important message is not that officials knew the exact plan. It is that years of increasingly specific warnings reached the highest levels, yet the pieces were never assembled into an effective domestic defense.
🚨 I read the entire CIA release so you do not have to. Here is what actually matters.
The collection contains 71 presidential intelligence documents connected to the years before 9/11. Sixty nine are being publicly released in this form for the first time. Only two were previously public.
The biggest new disclosure is from September 10, 1998.
That intelligence report said Osama bin Laden preferred attacking inside the United States, specifically mentioned Washington, and warned that the group responsible for the American embassy bombings in Africa might fly an aircraft packed with explosives into an American city.
That was three years and one day before 9/11.
Other newly public reports reveal:
🔴 In July 1999, intelligence reported that bin Laden claimed his organization had conducted a practice run for bombing FBI headquarters and that the operation could happen soon.
🔴 By December 2000, the CIA warned that al Qaeda and its supporters were determined to carry out spectacular attacks that could include the United States.
🔴 A July 24, 2001 report said an expected operation had been postponed again, possibly for months, while other preparations continued. It mentioned the arrival of two individuals and a groom whose telephone had been turned off. Nothing in the released document proves this was the 9/11 cell, but the timing deserves scrutiny.
🔴 On August 28, 2001, the CIA described bin Laden’s operations as sophisticated, flexible, compartmented, and capable of being postponed when security changed. That assessment appeared only two weeks before the attacks.
🔴 A September 12 situation report said extremists in Afghanistan and the Gulf had anticipated a major operation that would cause enormous damage to the United States. It also reported that an al Ghamdi might have boarded Flight 175. Because this intelligence was collected after the attack, it is not proof that Washington possessed that information beforehand.
Several redactions can also be clarified through other public records.
“Abu Hajer” was Mamdouh Mahmud Salim, a senior bin Laden associate. “Khallad” was Walid bin Attash, a major al Qaeda operative. The redacted Afghan chemical and biological training site was very likely Derunta. The surveillance of federal buildings mentioned in the famous August 6 briefing involved two Yemeni men photographing Federal Plaza in New York. Authorities later concluded they were tourists and closed the lead.
Here is the honest conclusion:
These documents do not prove that any president knew the date, flights, targets, or complete 9/11 plan. They are not a simple smoking gun.
But they destroy the idea that the danger appeared without warning.
For years, presidents received repeated intelligence about bin Laden’s desire to attack inside America, possible hijackings, aircraft used as weapons, surveillance of American targets, mass casualty operations, and an extraordinary surge in threat reporting during the summer of 2001.
The failure was not the total absence of warning.
The failure was that our government never connected the intelligence, immigration, watchlist, aviation, and law enforcement pieces quickly enough to stop what was coming.
That distinction matters.
Read the documents for yourself. Do not exaggerate them, but do not allow anyone to pretend they say nothing important either.
