Yesterday, during the Russian missile attack on Kyiv, a maternity hospital was damaged. That night, little Kyrylo was being born in the shelter. Today, I came to the maternity hospital to congratulate the family, speak with the women who are here preparing to give birth, and support our medical workers.
I thank all the maternity hospital staff for their work, for their support, and for staying by people’s side even during such attacks. And I thank every mother who remains here in Ukraine despite everything, close to her family and children.
Each of you deserves to give birth to your child in peace, without sirens or explosions. And every newborn deserves to begin life in peace. We are doing everything to make this happen as soon as possible.

I disagree with this decision. First, this should have been a G20 decision and not a unilateral one. Secondly, Putin deserves to be treated like dictator tyrant, war crimes pariah that he is. He’s a disgusting repulsive leader that hates America and the free world.

This morning, the Russians struck a residential apartment building in Kyiv with a drone. Tragically, a 14-year-old boy was killed. My condolences to the family and loved ones. Seven more people were injured. The fire at the site has been extinguished, and first responders continue to deal with the aftermath. An absolutely savage and sickening strike, devoid of any military logic.
Since this morning, there has been a virtually constant threat of strikes across our regions. In total, eight regions have come under attack since the start of the day. One person was killed in Odesa in a double-tap strike on a postal facility. In Zaporizhzhia, a medical clinic was struck while people were inside. There are also people injured in the Sumy and Mykolaiv regions.
In recent days, during our meetings, Ukraine has openly informed our partners: Russia will only escalate as winter approaches unless there is pressure. For diplomacy to work, U.S. sanctions must be implemented and European sanctions must be strengthened. Our partners hold the keys to peace – through strength. The Russians must understand that they will not be able to simply wait this out and that the war must be brought to an end. Thank you to everyone who is helping.

When we met with NATO Secretary General Mark Rutte @SecGenNATO, Kyiv had already been hit by three waves of ballistic attacks. I briefed Mark in detail on all the consequences: the destruction and the casualties. This is the constant reality Ukraine is living with. It is impossible to counter this terror against life on your own.
We have learned how to intercept cruise missiles and drones. We are now looking for solutions to counter jet-powered “shaheds,” and we already have good results. But against ballistic missiles, for now, the only effective option is Patriot interceptors, which we need practically every day. We discussed our needs for these interceptors and how we can secure a winter support package.
Thank you, Mark, for your readiness to look for solutions. This is very important for NATO member states as well, given Russia’s constant threats to go further and destroy the lives of other nations.

Today, the Russians launched a ballistic missile strike on Kyiv just as we were meeting with members of Congress and discussing the Lindsey Graham law and the need to strengthen sanctions. Russia will not end this war without pressure. As people were sleeping, flashes from explosions lit up the sky. Once again, the main targets of their strike were Kyiv and civilian infrastructure, residential buildings, a maternity hospital, energy infrastructure, and logistics. Two people have already been reported killed. My condolences to the family and loved ones. There are also people who have been injured. Emergency services are working – people are trapped in one of the buildings. The air raid threat persists in some regions of the country.
We discussed exactly how to protect against these threats with @RepBrianFitz, @RepMikeQuigley, @RepMarcyKaptur, @RepGolden, @RepJoeWilson, and @RepGregoryMeeks. Every such attack happens because the pressure on the aggressor has never become total, and Russia believes it can continue to bet on ballistic terror. Right now, the United States has an opportunity to respond strongly. We need ballistic missile interceptors to protect lives. Sanctions against Russia and those helping it make money must be implemented. I thank both parties for their readiness to help protect lives.
