Financial media reports on it hours after fact (and as stocks were ripping all morning long on zero positive news at all).

One small (tiny, really) problem with Trump's plan to cut 192 trade deals in 90 days: He doesn't have the legal authority to write a binding deal. Congress writes trade deals and it has NOT delegated this authority to the White House.
Suppose, in trade negotiations, the US & EU agree on a joint duty-free list of goods, starting with automobiles.
Can the president cut the deal by issuing an executive order & put it into effect immediately?
