A witness says a Bay County Animal Control worker stuck a second needle into a live kitten during its euthanasia, then laughed about it.
Cameron Howard, 36, is charged with two counts of animal cruelty and one count of aggravated animal cruelty.
An anonymous tip said he had been torturing animals and bragging about it.
A witness told investigators he drew fluid from that kitten's stomach, spilled it, then injected it back. The drug paralyzes, the witness says, so the kitten may have felt pain it could not show.
Witnesses say he hit a dog in the spine with a catch pole, and swung another dog, still on its pole, over his shoulder into the ground.
The county fired him Tuesday.
