DEPUTY IGG CALLS FOR HUMANE LAW ENFORCEMENT AND STRONGER IG–POLICE COLLABORATION
As part of activities commemorating International Ombuds Day 2026, the
@IGGUganda held a boardroom engagement with the leadership of the
@PoliceUg at Police Headquarters, Naguru, to highlight the ombudsman role.
The Deputy Inspector General of Government (DIGG), Mrs.
@AnneTwino , commended the Inspector General of Police (IGP),
@igp_ug1, for his strong leadership, responsiveness and the reforms introduced in the Force, including improvements in staff welfare that are already yielding positive results.
@AnneTwino urged officers to enforce the law humanely, noting that the police are the most frequent point of contact between citizens and government. “Justice should be felt, not feared,” she said.
The DIGG explained the distinction between the IG’s ombudsman and anti-corruption mandates, describing the ombudsman as a mediator between government and citizens, as well as between public officers in dispute.
She highlighted complaints received by the
@IGGUganda involving police officers, including alleged unlawful arrests, as well as administrative grievances such as delayed salaries and pensions.
To ensure timely resolution of such matters, she proposed the establishment of a Police Ombudsman to handle administrative injustice and maladministration.
The IGP welcomed the proposal, noting that it will be discussed further internally. He reaffirmed
@PoliceUg commitment to strengthening collaboration with the
@IGGUganda and proposed designating a focal person to coordinate communication on investigations and anti-corruption matters.
He assured the DIGG that complaints involving police officers will be reviewed and appropriately addressed.
The IGP also welcomed the improvement in police performance noted in the
@IGGUganda latest report to
@Parliament_Ug , expressing hope that this progress will be reflected in the upcoming National Integrity Survey.
AIGP
@Damulira_Chris requested greater involvement of
@PoliceUg in the forthcoming National Integrity Survey, while AIGP
@Tom_Magambo called for the IG’s support in showcasing successful joint anti-corruption efforts and addressing negative public perceptions of the Force.
The Deputy IGG was accompanied by Mr.
@nskakooza25, Director Ombudsman Affairs, Mrs. Hilda Talibba, Director Legal Affairs, Hajjat Ali Munira, Assistant Director Public Relations, and other
@IGGUganda staff.
