*Abandoned projects* _Dr Abdul Qadeer Memon_ THE decision by the Sindh government to provide Rs55 billion in direct cash assis-tance for diammonium phosphate (DAP) and urea under the Wheat Growers Support Programme will undoubtedly provide temporary relief to small farmers. However, it also raises a fundamental policy question: why does Sindh repeatedly resort to subsidy programmes while long-promised agro-industrial projects remain abandoned? In 2004, the government had announced the establishment of #Agricultural_Export_Processing_Zones (AEPZs) in Mirpurkhas, Hyderabad, Sakrand, Naushahro Feroze and Ghotki. These zones were designed to provide collection, grading, processing, packing and cold storage facilities to promote agricultural exports and increase farmers’ incomes. More than two decades later, the Naushahro Feroze #AEPZ lies abandoned, while the fate of the remaining proposed zones remains largely unknown. In 2020, another initiative — the #Naushahro_Feroze_Agro_Food_Industrial_Park under the Special Economic Zones framework — was announced to promote agro-based industrialisation. Yet, little public information is available regarding its implementation or its current status. More recently, the Sindh Water and Agriculture Transformation (#SWAT) project, supported by the World Bank, introduced several reforms that are aimed at improving agricultural productivity and value chains. While these objectives are commendable, long-term agricultural transformation cannot depend primarily on recurring cash transfers. Sustainable growth requires investment in processing facilities, cold chains, research, marketing infrastructure, value addition and agro-based industries. Rather than introducing a new support package every few years, the government should first explain what became of the projects announced in 2004 and 2020. Reviving and completing these initiatives would create permanent employment, strengthen exports, and provide farmers with sustainable income opportunities instead of their seasonal dependence on subsidies. Farmers in Sindh deserve lasting initiatives, not merely temporary relief. 13 killed in three road accidents in Shaheed Benazirabad, Naushahro Feroze #RoadTerrorism October 5, 2026 NAWABSHAH: Thirteen people were killed in three road accidents in Shaheed Benazirabad and Naushahro Feroze districts on Sunday. Five members of a family died on the spot when their car collided with a speeding trailer truck on the National Highway near Naushahro Feroze. The dead were Parveen, her son Naushad, her daughter Salma, Rafiq Ahmed and Asif Rajper. The victims, residents of Ahmed Khan Rajper village near Kandiaro, were travelling to Hyderabad. Their bodies were trapped in the wreckage and were pulled out after the car was cut open. They were taken to the Civil Hospital in Naushahro Feroze. In another accident on the National Highway near Daulatpur, six persons of a family, including Rehmatullah Chachar, Ali Jan, a woman and two children, died on the spot when their car collided with an oil tanker. The family was heading towards Hyderabad from Kashmore. The bodies were shifted to Rural Health Centre Shahpur Jehanian. The tanker driver fled after the accident while police impounded his vehicle. In the third accident, which occurred on Mehran Highway near Daur, two persons, including Uroosa Dahiri and Mariam Dahiri, died on the spot while one person received serious injuries when a trailer truck hit their motorcycle. Sindh Chief Minister Murad Ali Shah has expressed grief over the incidents and offered condolences to the bereaved families. He directed the district administration to conduct an immediate inquiry into the accidents and submit a detailed report. He also instructed the relevant authorities to enforce traffic regulations strictly on the National Highway to prevent such accidents. Many people have been killed and hundreds injured in accidents on the National Highway between Moro and Halani, which has been in poor condition. The causes cited include one-way traffic, slow repair work by the National Highway Authority, the ongoing widening of the Mehran Highway, and the lack of road safety signs and guidance. The session took an interesting turn when former bureaucrat Younus Dagha presented what appeared to be questionable data and assertions in an attempt to build a case against the provinces and their constitutional financial rights. He tried his best to advocate new provinces or administrative units as the establishment has initiated the drive. He repeatedly referred to his writings in newspapers, arguing that these claims had never previously been challenged, as though publication in the press itself constituted evidence or established authority. His figures and assertions, however, were brutally challenged by Dr Kaiser Bengali, who had officially represented Sindh and Balochistan on the National Finance Commission and was therefore well placed to contest the claims on the basis of his direct experience with the NFC process. The exchange made for an unusual and, at times, amusing session. What was intended to provide an informed discussion on federal-provincial financial relations instead appeared to give considerable space to a viewpoint closely aligned with the establishment's traditional position. Another prominent figure associated with this narrative was Miftah Ismail, the former finance minister who served during the PTI government. The presence and positioning of such speakers raised questions about whether the discussion was genuinely intended to examine the issue objectively or to reinforce a particular political and institutional narrative. The situation became even more interesting at the end of the seminar when the organisers’ own poll appeared to produce a result contrary to their intended narrative. In an online poll conducted among the participants, the majority voted “No” in response to the question on whether devolution is needed in Sindh, challenging the position the organisers seemed to be seeking to establish.
