As America marks its 250th anniversary, the Problem Solvers Caucus is proud to unveil our bipartisan Gerrymandering Reform Framework to strengthen trust in our democracy. The framework includes four bipartisan reforms to create a more transparent, fair, and representative congressional redistricting process nationwide. Our proposal is built on a simple premise: voters should choose their representatives, not the other way around, and achieving that requires both parties to be part of the solution.

Ahead of Xi’s visit today, our Problem Solvers Caucus AI and Evolving Technologies Working Group called on the Adminstrarion to implement a coordinated international framework on AI safety and security—anchored in American standards for testing and incident reporting, stronger infrastructure protections, and firm safeguards against AI-enabled cyber aggression. The rules of our elections should not change depending on who controls Washington. That’s why Congressman Ed Case and I introduced the bipartisan TRUST Act. The principle is simple: the census happens once every ten years, and congressional maps should follow the same timeline. I joined Republican and Democratic colleagues from the Problem Solvers Caucus to make the case for a more stable redistricting process that puts voters ahead of partisan advantage. I was sent to Congress to represent Western and Southern Colorado, not to defend whichever party happens to be in power. Reforming our broken redistricting system has been a cornerstone of my work since the day I entered Congress. Earlier this year, we brought Republicans and Democrats together in the Problem Solvers Caucus around a comprehensive framework to take on partisan gerrymandering. Yesterday, we unveiled four bipartisan bills to put those reforms into law. Our approach is clear: end mid-decade redistricting, establish consistent national standards, empower independent citizen commissions, and create a uniform process for resolving challenges. For too long, both parties have condemned gerrymandering when it hurts them and exploited it when it helps them. That cycle has to end. We are setting a better standard: one set of fair rules for everyone, with the American people—not political power—at the center of the process.

AI is moving faster than Congress is moving to regulate it. That's a problem regardless of party. We need a bipartisan framework that protects Americans without choking off innovation, and I'm ready to work with my Problem Solvers Caucus colleagues to get this done.

Congress needs to step in with new laws to curb partisan gerrymandering. State legislatures and state courts have politicized the issue of drawing maps and we need objective, consistent standards across the country. Today, I joined my bipartisan colleagues from the Problem Solvers Caucus to roll out our 4 bill package to try and get ahead of the next wave of partisan gerrymandering. My bill - the Nonpartisan COURTs Act - will help to achieve these goals by moving congressional map challenges to federal courts, expediting the review process, and offering clear legal remedies for these disputes. We saw firsthand the chaos and confusion for voters and candidates in Pennsylvania in 2018 where the PA state Supreme Court did a mid-decade redraw and used a map drawn by a California professor with no public input or public hearings. America needs more electricity and a stronger grid. But Colorado families and small businesses should not be stuck paying for infrastructure built to serve some of the nation’s largest electricity users. That’s why I joined my Problem Solvers Caucus colleagues in urging the Senate to pass the bipartisan Ratepayer Protection Act. As data centers and other large-load customers drive new demand, they should bear the costs of the infrastructure needed to serve them, not existing ratepayers. The House passed this bill 417–3.
