They didn't submit bids because the government made it clear the selection would be based on price. Shipyards in China are heavily subsidized and labour is much less expensive. There is no way a Canadian shipyard can compete on price with a shipyard in China.

Incorrect. They’re overloaded with the Coast Guard’s new icebreakers and simply don’t have the capacity to take on the ferries on the required schedule. Though “lowest cost wins” is horrendous government procurement policy and one I’ve fought for years in my career.

That’s untrue. Completely untrue. BC shipbuilders are already fully booked building the Coast Guard’s new icebreakers. They simply don’t have the capacity to build the ferries for years to come.

That’s true - but you have to consider whether the contract was fair and reasonable to local companies. No one’s going to spend literally millions to bid a project if local companies are faced with numerous restrictions around the enviro and labor that foreign companies wouldn’t?

Why didn't they bid??? Industry representatives and local shipyards argued that BC Ferries' procurement criteria were heavily weighted toward the lowest price, making it impossible for domestic yards to compete with state-subsidized foreign labor rates. Go Team Canada!!

I used to bid on public tenders all the time. They are very expensive and time consuming to put together. First thing I’d do was review the evaluation criteria and playing field - tenders with the deck already stacked against us would be declined. The fix was already in.

Anyone who has followed the story in the news at all knows that no BC companies bid on the ferries because they couldn't compete with China's price. BC companies couldn't compete because it is much cheaper to build the ships without environmental and labour regulations. In BC we have a higher standard for how we treat the environment and workers. If the NDP had asked for bids from BC companies there would have been bids submitted. If the NDP really cared about the environment and BC workers they would have built the ferries in BC
