Today, I addressed the 41st Ordinary Session of the APR Focal Points Committee, reflecting on the progress we continue to make in delivering on the APRM mandate. I can confidently state that we have strategically positioned the APRM to accelerate implementation, and we are already witnessing tangible results. Under Uganda’s Chairship, and through our collective efforts, we have recorded important milestones across our programmes, from advancing country reviews and the Africa Governance Report 2027, to strengthening the Governance Support Programme. Importantly, we are now at the doorstep of a historic milestone: the launch of the African Credit Rating Agency (AfCRA), a major step towards strengthening Africa’s financial sovereignty and ensuring the continent has a stronger voice in how its economies and risks are assessed. These achievements demonstrate what is possible when our continental and national structures work together with a shared purpose. I commend the members of the APR Focal Points Committee for their continued leadership and commitment to advancing good governance and democracy across Africa. Africa is not asking for favourable ratings, Africa is asking for fair ratings. On 7 October 2026 in Mauritius, the Africa Credit Rating Agency (AfCRA) will be officially launched. Ahead of the launch, @APRMorg will convene the 2nd Annual African Conference on Credit Ratings.

The National Planning Authority, in collaboration with UNECA @ECA_OFFICIAL, through its Sustainable Development and Integrated Planning Section (SDIPS) and the Institute for Development Economics & Planning @IDEPOfficial, is conducting a week-long training on the Integrated Planning and Reporting Toolkit (IPRT) at Golden Tulip Hotel, Kampala. This training follows a virtual Multi-Country Peer Learning & Applied Training last week, during which Uganda participated alongside Ghana, Morocco, China, Sierra Leone, Kenya, Botswana, Eswatini & Zimbabwe as the initial core Countries under @ECA_OFFICIAL's engagement. The hands-on training that includes participants across Central Government, Local Government and Development Partners aims to: complete the digitisation and validation of Fourth National Development Plan results framework within the IPRT Platform; align #NDPIV indicators with SDGs & Agenda 2063; Strengthen monitoring & reporting for Voluntary National Reviews, Voluntary Local Reviews, & Agenda 2063 reporting; Assessment vertical and horizontal coherence across National, Programmes, MDA, & Local Government Plans; and Build understanding of the Integrated National Financing Framework (INFF) Module for linking Development Plans to Budget. Addressing the AU Ministerial Meeting in Abidjan, I announced that the African Credit Rating Agency (AfCRA) will officially launch on 6 October 2026 in Mauritius, and called for stronger governance and a continental de-risking programme to unlock investment and accelerate industrialisation. #AfCRA #FinancialSovereignty
